u should create new file, 

the new file name is sil.hed and then you put this file in main directory where do u execution.

if i see your problem, the new fie u put in bin.win32

the contain of sil.hed is

AT 2 4 0.2 {sil.transP}
AT 4 2 0.2 {sil.transP}
AT 1 3 0.3 {sp.transP}
TI silst {sil.state[3],sp.state[2]}

and type

C:\htk\bin.win32>HHEd -A -D -T 1 -H hmm4/macros.txt -H hmm4/hmmdefs.txt -M hmm5 sil.hed monophones1.txt

i understand that point,but my problem how i can create file with extinsion .hed????

i created file as txt but doesn't work???

i am sorry.but that is my real problem

don't create that file with as txt

create this file in notepad and then save with name sil.hed

ur file saved name, it must be sil.hed.text ? isn't it?

and then delete the last extension .text,

finally u get the file with name sil.hed
