Is it development set or validation set or cross-validation set, all are same?

What are the parameters that are tuned using development set?

What are HMMs parameters that are tuned using  development set?

What are MLP parameters that are tuned using  development set?

How do divide among dev set, training set and  test set in TIMIT?

I am working on phone recognition and I am not interested in building language models / word recognition. Is it still required to have development set?? If yes what are parameters that are tuned using dev set for phone recognition?

I am using Quicknet to train MLPs. By default, it takes some cross-validation set.  Is there a way to explicitly specify the cross-validation set??
