Is there any legal restriction on submitting recordings made from reading news articles from online news sites?


It's a simple and quick way to obtain contemporary material in every language.

Yes.  They are protected under Copyright, unless otherwise stated. 

Recordings of such text would be considered a Derivative Work, and would be covered under the original author's Copyright.

Project Gutenberg is probably your best bet, however, the works it contains are not "contemporary".
