Your setup has several mistakes, some of them:
1) all files in etc have windows-style newline (CR+LF). You should use only unix-style LF, clear CR from your files
2) Part of your wav files have wrong format, they are stereo 44 kHz, while they should be mono 16 kHz.

In FILEIDS file i replace \ by / is it ok for first problem
2.In my wav files some have 16kHz ,that files i recorded using praat tool.(is it ok for this application)even i train using these only files the same error is generated.
how i convert 44kHz to 16 kHz.one tool sox is I find in ur site but can't install in cygwin.some error is generated.

please give best option to record audio files at 16kHz.

You need to read this Wikipedia article: Newline. They even list Conversion utilities. From the article:
'\n' = (newline)
'\r' = (carriage return).
