I would like to contribute and in order to do that properly I would
like to know more about what you need.
If I record a reading should I read it with tone and inflection as if
I am reading it for someones entertainment? Or should I just be
pronouncing each word and leave it at that?
Also, can I submit anything that is public domain and I have a
transcript of or should it be something from the LibriVox project and
only that project?

I'm afraid I'm no wiser after your response.
If I were reading a letter to someone, I would read with inflection for my enjoyment and theirs, but many people would read a letter with very little inflection. I understand to inflection to be the technique of an actor adding interest to his lines.
I've just bought Dragon Dictate to help me with my homework. I'm finding that I have very little inflection when I'm using it.
Sorry to be slow on the uptake, but would you mind clarifying.

your choice - we need all diferent kinds of speech.
Inflection would give us speech more similar to natural speech, presumably more suited to dictation, non-inflected speech is fine for command and control applications.
