A couple of suggestions: (you don't specify what you are trying to do or give the platform on which you are working, so make a few adjustments to my comments here which assume building a model and Linux)

A quick Google search on "voxforge julia" produces an important link for downloading necessary software from voxforge. If you follow that link the first link on the page is to a zip file with the necessary bin scripts.

On the other hand, since many of the paths in the scripts are relative to where you start in the directory structure it is possible you do have the scripts installed, but the system just can't find them relative to where you start the script. Look in your voxforge/bin directory and examine for the presence of the scripts, that will tell you if you need to download them. Then make sure you are launching the scripts from the right place and have followed the path instructions to the letter.

All references to HTK_scripts are no longer valid and have been removed.

Sorry, I've been updating the VoxForge tutorial and howto and forgot to add links to the some of the required scripts in the tutorial (as Colbec indicated, they are included in the zip file at the beginning of each).

I'm trying to simplify things and have removed the requirement for copying a set of 4 perl scripts from HTK's sample directory, and removed the requirement for Cygwin on Windows.

If you see anything else that is unclear/needs fixing, please let me know,
